Job Description

JOB SUMMARY:
The purpose of this position is to assign, coordinate, and supervise the collection of curbside items and supervise street, storm sewer, and sanitary sewer maintenance and repair. This position supervises the street department's forestry crew while working directly with the Park Superintendent (City forester) and the City's arborist on street right of ways and removals. This work is performed under the direction of the Superintendent of Public Works.

ESSENTIAL JOB DUTIES
  • Plans, supervises, and schedules curbside collection and disposal.
  • Plans, supervises, and schedules maintenance and repair work for streets, sanitary sewers, and storm sewers.
  • Supervises snow and ice removal.
  • Supervises the City's Drop Off Center including attendants and outside vendors.
  • Conducts time studies to improve collection duties.
  • Oversees the City's commercial business garbage contract.
  • Coordinates Diggers Hotline requests.
  • Supervises and schedules subordinates. Prioritizes duties and evaluates work performance. Participates in rewarding and disciplining employees, addressing complaints, and resolving those issues.
  • Assists in training and development of personnel.
  • Maintains personnel records.
  • Instructs employees regarding safety, assists in coordinating annual training, and is a standing member of the City's "Safe Team Committee."
  • Assist in employee selection, including interviewing, hiring, and firing discussions. Participates in applicant screening.
  • Conducts surveys or holds discussions to determine equipment/employee needs.
  • Provides on-call response to emergencies. (Rotating schedule)
  • Performs Superintendent duties in his/her absence.
  • Assist with negotiation of refuse and recyclable disposal contracts.
  • Participates in community organization meetings as assigned.
  • Prepares work orders. Assists in ordering supplies and materials.
  • Receives and responds to complaints, questions, and concerns from the public.
  • Regular attendance and punctuality are required.
  • Other duties as assigned.
EDUCATION AND EXPERIENCE:
  • High School diploma or equivalent
  • 3 years of progressively responsible public works maintenance, supervisory experience, or combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Certifications in hazardous material control, confined space entry, and alcohol and drug abuse training are required.
  • Valid Wisconsin commercial driver's license is required.
  • State of Wisconsin Class A and B fuel system operator's license (within 6 months of hire).

SUPERVISORY CONTROLS:
  • The Superintendent of Public Works assigns work in terms of general instructions and spot -checks the end result to ensure departmental standards are met.
GUIDELINES:
  • City policies and procedures and department standard operating procedures
  • City Ordinances
  • State and Federal Safety regulations and guidelines
  • These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY:
  • The work may be conducted outside and subject to various weather conditions
  • The ability to multi-task is required
PERSONAL CONTACTS:
  • Contacts are typically with co-workers, other city personnel, vendors, business owners, citizens, and the general public
PURPOSE OF CONTACTS:
  • Contacts are typically to give or exchange information, to resolve problems, and to provide services

  • Ability to operate equipment and machinery requiring complex and rapid adjustments, such as all vehicles and equipment used in the department.
  • Ability to perform highly skilled movements such as heavy equipment operation.

  • Ability to lift and carry up to 30 pounds regularly and up to 50 pounds on occasion

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:
  • Management of daily operations of curbside collection and street department staff
  • Indirect management of personnel within the curbside collection and street department staff
