The Southwest LRT (METRO Green Line Extension) will operate from downtown Minneapolis through the communities of St. Louis Park, Hopkins, Minnetonka, and Eden Prairie, passing in close proximity to Edina. The alignment includes 16 new stations and approximately 14.5 miles of double track. It will be part of an integrated system of transitways, including connections to the METRO Blue Line, the Northstar Commuter Rail line, bus routes and proposed future transitways. The total project cost of $2.003 billion is funded through a mix of federal, state and local sources, with federal funds making up approximately half the total. At Target Field Station in Minneapolis, Green Line Extension trains will continue along the METRO Green Line, providing one-seat rides to the University of Minnesota, State Capitol area and downtown St. Paul. How your work would contribute to our organization and the Twin Cities region:
The Manager, Construction Safety and Security works with construction staff and contractors to prevent and mitigate costs associated with personal injuries and public/private property damage to both the public and project employees. This position will oversee safety and security specialists for the Southwest light rail project.



What you would do in this job:

Management

  • Provide construction safety and security direction to support staff and project office management.
  • Coordinate safety and security activities of contractors, utilities and project partners staff.
  • Prepare safety and security related work plan and routinely reviews and updates
  • Interface with contractors and other third parties as necessary for progress of the project.
  • Develop and implement plans/programs to ensure safe and secure working conditions for the public, contractors, project office staff.
  • Provide routine updates to the Project Director and update project office safety programs as needed.
  • Collaborate with Federal and State OSHA Offices to advise on construction safety and security best management practices for light rail projects; support the Fire Life Safety and Security Committee
Safety Plans and Programs
  • Develop safety and security methods and procedures
  • Create and manage tracking systems to document safety and security training, audits, and investigations.
  • Review plans and construction for compliance with safety and security requirements
  • Review and approve contractor safety and security plans
  • Work with contractors to establish hazard resolution
  • Review contractor training qualifications as needed for safe and secure work procedures such as: lockout/tag out, confined space entry, fire watch and aerial lift operations.
Site Audits
  • Provide daily safety and security oversight for the project (meetings, audits, research, reports, etc.).
  • Direct, manage and perform safety and security audits including review of rules and procedures.
  • Monitor, assess and report on contractors' safety during construction to ensure conformance to quality, performance, safety and/or code requirements of the approved plan.
  • Perform accident and incident reporting and investigations,
  • Provide regular safety and security reports to the Project Director concerning accidents, incidents and occupational health and safety issues.
  • Ensure full safety regulatory compliance
  • Provide training and interpretation regarding laws and regulations.
  • Attend and provide input at construction progress meetings.
Training
  • Conduct emergency response training, planning, and coordination.
  • Research, investigate and apply industry practices to ensure most current information.
  • Ensure safety and security related topics of interest are communicated throughout the organization and externally as appropriate.



What education and experience are required for this job (minimum qualifications)

  • Bachelor's degree in safety science, construction management, engineering or related field.
  • Six (6) years progressively responsible work experience in safety and security of large-scale construction projects.
  • Three (3) years of safety and security program project management, supervisory, or management experience. Participation and successful completion of a leadership of supervisory training program that includes diverse, cross-organizational projects may substitute for one (1) year of this experience.

Equivalencies:
  • An Associate's degree or equivalent in safety, occupational health, risk management, transportation or related field; AND at least eight (8) years progressively responsible work experience in safety and quality controls of large-scale construction projects; and three (3) years of safety program project management, supervisory, or management experience.
OR
  • H.S. diploma/GED; ten (10) years progressively responsible work experience in safety and security of large-scale construction projects; AND three (3) years of safety and security program project management, supervisory, or management experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Rail transit, transportation, or public infrastructure construction experience.
  • Membership in a national safety organization such as Veterans of Safety International, American Society of Safety Engineers, National Safety Council, or Minnesota Safety Council.
  • Advance training from Federal OSHA Institute and National Safety Council.
  • Certified Safety Professional (CSP) and/or Certified Physical Security Professional (PSP)

License requirements:
  • Valid driver's license with an acceptable driving record.

What knowledge, skills and abilities you should have within the first six months on the job:

  • Knowledge of Federal and State OSHA.
  • Knowledge of Federal and State OSHA compliance programs.
  • Knowledge of construction safety methods, procedures and regulations.
  • Knowledge of accident/fatality investigation procedures.
  • Knowledge of rail safety compliance.
  • Knowledge of occupational safety and health principles and practices
  • Knowledge of training principles and practices for developing safety policies, procedures and materials.
  • Skills in verbal communications with managers, construction staff and contractors of the importance of attention to safety and to give effective training sessions.
  • Skills in written communications sufficient to write clear correspondence, policies, procedure manuals and training materials.
  • Skills in handling multiple tasks and prioritizing work load.
  • Skills in computer applications such as Microsoft Word, Excel, Outlook and Web based project management programs.
  • Ability to prepare status reports and make oral presentations to project management, external and internal stakeholders.
  • Ability to work effectively with management, external and internal stakeholders, contractors and third parties.
  • Ability to effectively manage supporting staff.
  • Ability to take photos or video to document construction activities.
  • Ability to use safety test equipment such as air testers, electrical sensors, light meters, etc.
  • Ability to establish and maintain effective working relationships with staff, project partners and contractors.
  • Ability to handle emotional and confrontational responses from others in a professional manner.
  • Ability to recognize and identify safety, security and health hazards at work sites and implement appropriate remedies.
  • Ability to prepare materials and train others on safe and secure workplace practices and procedures
  • Ability to work independently using appropriate judgment and initiative.
  • Ability to read and understand construction contracts, plans and specifications as well as technical procedures and government regulations.
