Job Summary
The Director of ERCOT Wires Regulatory Policy will be self-directed and have responsibility for advocating Vistra's policy interests regarding transmission, distribution, and congestion issues before the Public Utility Commission of Texas and ERCOT and communicating policy developments to the relevant business area. Areas of responsibility may include serving as Authorized Representative for Vistra's QSE and resources at ERCOT, resource operating requirements, transmission planning and operations, interconnection policies, congestion hedging and credit, private use networks and DC ties, CCN and rate cases, and related topics. Role will involve significant coordination with Vistra commercial, generation services, retail, government affairs, and legal teams, among others.Job Description
Key Accountabilities
*Support Vistra engagement in regulatory policy development, including analysis of proposed rules, vetting with Vistra internal stakeholders, drafting comments, engaging with trade associations, participating in in-person advocacy, and communicating results.
*Develop relationships with PUCT, ERCOT, and other stakeholders; identify common interests and form coalitions to drive appropriate regulatory outcomes.
*Identify emerging regulatory and/or market issues for the short, medium, and long term; engage with appropriate business units to develop proactive policy positions and provide market intelligence on potential regulatory changes.
*Develop, perform, and/or collaborate with other Vistra teams on quantitative and qualitative analysis to support advocacy positions, market intelligence, compliance, and strategy.
*Observe Code of Conduct and other ethical obligations, such as antitrust, associated with providing services to multiple Vistra business units and with interacting closely with other industry stakeholders.
Education, Experience, & Skill Requirements
*10+ years prior work experience in competitive electricity markets and/or regulated electric utilities.
*Functional knowledge of legal, economic, technical, operational ,and/or policy principles that underpin wholesale and retail electricity markets, transmission operations, electrical engineering, and finance/accounting.
*Comfort analyzing syntactic and semantic frameworks, such as laws, regulations, and/or computer language.
*Ability to translate technically dense information into actionable decision sets for non-technical stakeholders.
*Intermediate to advanced proficiency with common productivity software, including Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
*Strong ad hoc data and policy analytical aptitude.
*Experience in marketing, sales, negotiation, litigation, public advocacy, teaching, or similar roles requiring persuasive fact pattern development in collaborative and/or adversarial situations.
Key Metrics
*Represent Vistra effectively and credibly in regulatory, stakeholder, and other policy forums as necessary to support policies consistent with Vistra's principles.
*Timely and accurately identify, evaluate, communicate, and provide thought leadership on policy proposals that may impact Vistra's business strategy or operations.
*Coordinate effectively with other Vistra teams to support consistent policy positions, manage regulatory and operational risk, and add value where appropriate.
*Develop and produce quantitative and qualitative analyses and reports on recurring and ad hoc bases to support Vistra's interests and engagement with regulatory bodies.
