Job Description

Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for a Subcontract Administrator at our Marinette, Wisconsin location.

POSITION SUMMARY

This position will be responsible for overall management of supplier cost, schedule and technical performance and interfacing with program functional organizations and supplier management. In this role, you will assume the duties of supplier source selection, negotiations, documentation and purchase order/subcontract placement. You will also support the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Additionally, you will prepare bid packages, conduct bidder conferences, analyze and evaluate proposals, negotiate and administer subcontracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Evaluate the current supply base for major commodities and develop new or existing suppliers to support future requirements.
  • Assist in the resolution of supply problems and supervise the follow-up and expediting of supplier deliveries.
  • Ability to establish objectives, performance criteria, procedures, and measure regarding subcontract administration.
  • Ability to establish effective working relationships between subcontract management, suppliers and user departments.
  • Consults with all segments of management responsible to and makes recommendations for improving the effectiveness of policies and practices.
  • Establish and maintain department budget. Manage activity in an effort to close out the year at or below established budgets.
  • Foster a policy of procurement involvement with Engineering, Purchasing, Manufacturing, Quality, Production, Planning and Scheduling, Accounting, MIS, and Program Management to develop a pro-active participating team on materials-related issues.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:
  • Bachelor's degree in related field plus 3-5 years of subcontract management experience
  • This requirement can also be met with an Associate's Degree and 5-7 years of subcontract management experience; or a High School Diploma and 7-9 years of subcontract management experience.
  • A minimum of 2 years of procurement experience from statement of work (SOW) through to purchase order (PO) closure.
  • Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR) and the Truthful Cost or Pricing Data (formerly TINA).
  • Experience and understanding of Subcontract Program Management (SPM) best practice and tools.
  • Experience with an ERP system (i.e. SAP, Baan)
  • Thorough knowledge of purchasing practices and procedures and the ability to negotiate terms and conditions and pricing
  • Ability to think strategically and analytically
  • Previous experience with planning, organization, knowledge of Earned Value Management is preferred

  • Knowledge of ISO Procedures.
